  • Led safety performance and assessment program for 10 licensed operating fuel facilities in the United States. Managed inspection staff of 30 qualified inspectors and support staff.
  • Led oversight of NRC Confirmatory Order issued to fuel facility to address extensive safety culture concerns.

October 2007 - May 2008: Director, Division of Reactor Projects, Region II,

  • Led safety performance inspection and assessment program for 33 licensed power reactors in the Southeast United States. Managed inspection staff of 80 qualified inspectors and support staff.

October 2006 - October 2007: Director, Division of Safety, Region II,

  • Led inspection staff of 85 inspectors, trainees and support staff in performing specialist inspections at 33 licensed power reactors in the Southeast United States June 2010 - October 2006: Deputy Director, Division of Reactor Projects, Region II, U.S. Nuclear Regulatory Commission Rockville, MD September 2003 - June 2005: Director, Nuclear Security Policy Directorate
  • Led US delegation for US- France post-9/11 physical security policy exchange at US power plant in 2005 and served on US nuclear security delegation to France.

Participated in physical security information exchanges with Japan and German regulatory delegations.

  • Led staff through complex Atomic Safety Licensing Board hearing for the licensing of security measures for MOX lead test assemblies. Hearing process included management and control of classified information.
  • Led development of comprehensive revised nuclear power plant physical security plans to incorporate requirements of post 9/11 nuclear plant security orders.

Provided executive leadership to ensure licensing reviews for physical security plans for all 63 power reactor facilities were completed within six months.

  • Led development of rulemaking activities to revise NRC requirements with regard to the Design Basis Threat and physical security requirements in 10 CFR Part 73.

  • Led eight senior NRC staff to prepare technical and regulatory reviews of proposed Commission policy actions and provided advice to Executive Director for Operations on quality of staff proposals.

  • Prepared technical and regulatory reviews of proposed Commission policy actions and provided support to Commissioner regarding potential implications of associated options June 1991 - June 1999: Licensing Project Manager
  • Spent Fuel Projects (1997-1999) Prepared Commission policy paper regarding options for licensing of Department of Energy spent fuel storage facilities (Fort St.Vrain and TMI-2). Completed technical and regulatory review for license transfer of Fort St Vrain independent spent fuel storage installation to the Department of Energy.
