Beaver Valley Power Station Unit No. 2 Docket No. 50-412 Construction Permit CPPR-105 Significant Deficiency 79-01 Stop Work Directive for Bingham-Willamette Company Gentlemen:

In our letter of April 25, 1979, which submitted the initial interim report relative to the Stop Work Directive for Bingham-Willamette, we indicated that we planned to issue a final report by June 4, 1979.

The evaluations of our findings to date and the proposed corrective actions require that we submit an additional interim report at this time.

Attached is the second interim report pertaining to Stone and Webster Purchase Order Numbers 2BV-15, 2BV-24 and 2BV-208 for Category I Recirculation Spray Pumps, Quench Spray Pumps and Auxiliary Feedwater Pumps respectively.

We now plan to issue the final report to you by x

July 20, 1979.

a e BEAVER VALLEY POWER STATION - UNIT NO. 2 SECOND INTERIM REPORT ON THE "STOP WORK DIRECTIVE" FOR THE BINGHAM-WILLAMETTE COMPANY SIGNIFICANT DEFICIENCY 79-01 1.

Summary Quench spray, recirculation spray, and auxiliary feedwater pumps are being manufactured by Bingham-Willamette Company for Beaver Valley Power Station - Unit No.

2.

To date, Bingham-Willamette Company has been unable to demonstrate that it has performed welding and non-destructive testing to approved procedurcs.

Bingham-Willamette has in several cases provided documentation which fails to meet specifi-cation requirements.

Pumps tested to date fail to meet the specification design and operation requirements.

A joint Duquesne Light Company / Stone and Webster Quality Assurance audit was performed May 7, 1979, through May 11, 1979, resulting in thirteen findings and one observation.

Evaluation of these findings and proposed corrective actions are underway at Bingham-Willamette.

Corrective Action To Remedy Deficiency The Duquesne Light Company and Stone and Webster Engineering Corporation Quality Assurance Departments performed an in-depth audit of the Bingham-Willamette Quality Assurance Program with respect to Beaver Valley Unit 2 purchase orders on May 7-11, 1979.

This audit resulted in thirteen findings and one observation, all of which are being evaluated by Bingham-Willamette and Stone and Webster.

Partial correctiva action has been sub-mitted by Bingham-Willamette and ic currently being reviewed by Stone and Webster.

The audit response from Bingham-Willamette via Stone and Webster is required by June 30, 1979.

Release of the Stop Work Order and completion of corrective action is contingent upon acceptable resolution of the audit findings.
