Gentlemen:

This refers to the inspection conducted by Mr. N. C. Choules of this

office on April 2-6, 10 and 11, 1979, of activities at Point Beach

Nuclear Plant, Units 1 and 2, authorized by NRC Operating Licenses

No. DPR-24 and No. DPR-27 and to the discussion of our findings with

Mr. Reed and others of your staff at the conclusion of the inspection.

This also refers to ;t.e management meeting held with you and members

of your staff with members of the RIII staff on March 2,

1979 at the

Point Beach Plant.

The enclosed copy of our inspection report identifies areas examined

during the inspection.

Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in

noncompliance with NRC requirements as described in the enclosed

Appendix A.

For this item of noncompliance your corrective action

described in LER 50-301/79-05/01T-0 appears to be adequate to pre-

vent recurrence.

Consequently, no reply to this noncompliance is

required and we have no further questions regarding this matter at

this time.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and the enclosed inspection report will be placed in the NRC's

Public Document Room, except as follows.

If this report contains

information that you er your contractors believe to be proprietary,

you must apply in writing to this office, within twenty days of your
