_ NOTICE OF VIOLATION State University of New York at Buffalo Docket No. 50-57 Based on the results of an NRC inspection conducted on March 13-15, 1979, it appears that one of your activities was not conducted in full compliance with the conditions of your NRC Facility License No. R-77 as indicated below.
This item is an infraction.
Technical Specification N.2.a states, in part, "... procedures for operation of the reactor and its supporting facility, maintenance operations and for emergency operations... shall be reviewed and approved by the Operating Committee and shal'. be subject to rev Dw by the Nuclear Safety Comittee." The NSC Cia. ter and Bylaws, dated May 18, 1977, states, in part under Section A that the NSC will "... review NSTF operating procedures which have been reviewed and approved by the Operating Committee."
Contrary to the above, as of March 15, 1979, the NSC has not reviewed NSTF operating procedures which have been reviewed and approved by the Operating Committee.
