Respcnse to Inspection Report 50-57/79-02.
Please excuse us for not replying to your report within Che prescribed twenty days. We delayed se-
% our respcnse in the hope that we would very soon have a solution to our single item of non-compliance.
On April 18, 1979, the Nuclear Safety Ccemittee met to discuss the need to review operating procedures and provide a facility audit. The committee moved to delegate these tasks to an Assistant Professor in Engineering with some nuclear power experience. The person elected for the task initially accepted the challenge and obtained a set of our procedures and a copy of Technical Specifications. After di esting some of this material he returned it to us and asked to be excused. He b
claimed that without a considerable investment of time, he was not competant to do a good audit or procedure revieu.
As a result we are not yet in compliance and must find another qualified person to do our procedure review. We will act promptly in this matter and hope to have a solution in six to eight weeks. We will notify your office by letter 3 soon as the review 1; completed.
