Gentlemen:
This refers to the .nspection conducted by R. M. Compton of this office on
February 20-22, 1979 and February 28 - March 2,1979, of activities authorized
by NRC Permit Nos. DPR-5 7 and NPF-5 f or the E
1. Ha t ch l' nits 1 and 2 facilities,
and to the discussion of our findings held with M. Manry at the conclusion of
the inspect ion.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consis*ed of
selective examinations of procedures and representative records, interviews
with personnel, and observat ions by the inspec t ors .
Two new unresolved items resulted from this inspection and are discussed in
the enclosed report
These items will be examined during subsequent inspections.
During the inspe c t ion , it was found that certain ac tivities under your license
appea r to be in noncompliance with NRC requi rement s.
These items and ref erences
pertinent requirements are listen in the Notice of Violation enclosed
to
herewith as Appendix A.
This notice is sent to you pursuant to the provisions
of Section 2.201 of the NRC's " Rules of Pract ic e ," Part 2, Title 10 Code of
Federal Regulations.
Section 2.201 requires you to submit to this office,
within 20 days of yor rec eipt of this not ic e , a written statement or explanation
in reply including:
(1) corrective steps wh.ch have been taken by you and
the results achieved; (2) corrective steps which will be taken to avoid
f urthe r ncancompl i ance , and (3) the date when f ull compliance will be achiv-ved.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
