Murphy Centlemen: The Georgia Power Company offers the foll m ng information in response to your letter of April 2, 1979, describing apparent items of noncompliance with NRC requirements noted during your February 20 - 22 and February 28 - March 2, 1979, inspection of the Hatch Nuclear Plant. Infraction 366/79-08-02 To insure that installed concrete expansion anchors at Plant Hatch meet or exceed the design strength requirement, Procedures HNP-2-11005 " Inspection and Testing Procedure for Concrete Expansion Anchors", and HNP-6942 "Installa-tion and Inspection of Concrete Expansion Anchors Used in Class I 6 II Seismic Systems" have been prepared. These procedures prescribe the inspection-testing methods, testing frequency, acceptance criteria, and documentation to be utilized for the concrete expansion anchor test program. Complet1 of the testing and repair of Unit 2 anchors will be completed before plant startup which is presently scheduled for May 10, 1979. Associated documcntation should be on file by June 15, 1979. The testing and repair of anchors for Unit 1 began on April 23, 1979, and will be completed before plant etartup after the refueling outage. In order to reduce the possibility of similar occurrences in the future, the importance of proper corrective action verification has been emphasized during the regular training sessions sponsored and attended by QA field personnel. Infraction 366/78-08-03 The Georgia Power Compeny has undertaken a review of its significant defi-ciency reporting procedures with consideration of the concrete expansion anchor problems experienced at Plant Hatch, and we have determined that our present procedures are adequate. However, appropriate personnel will be reminded that if any doubt exists as to the reportability of a deficiency under the require-
