E. Bowers to Walter G. Martin Dated May 21, 1979 USNRC Inspection 70-820/79-07 USNRC COMMENT Contrary to the requirements of Subsection 404 to Special Nuclear Material License No. SNM-777, on March 7, 8, and 9, 1979, licensee employees in protective clothing and truck drivers in street clothing were observed in the same areas of the loading dock.

There is no change line, survey meter or sink in the area.

The loading dock is not zoned to define it as a contamination control area or a clean area.

UNC-RS RESPONSE The loading dock had a change line painted on its surface before the inspector left the site, and signs were posted on each side of the change line.

The loading dock is not a point of exit area from a contamination control area.

However, there is an exit area immediately inside the ware-house with a change line, an alpha meter and access to a sink in the Post B lavatory.

The personnel noted by the inspector have been reinstructed in change line procedures applicable to the area.
