Subject: t1RC Inspection of Wr1P 1 and 4

This refers to the inspection conducted by Messrs. W. Albert, T. Bishop,

J. Eckhardt and D. Kirsch of this office on February 12-16, 1979 of

activities authorized by llRC Construction Permits Nos. CPPR-134 and 174,

anc' to the discussion of our findings held by Mr. W. Albert with

Messrs. F. McElwee, D. Renberger and other members of your staff at the

conclusion of the inspection.

The inspection was an examination of your quality assurance program as

modified since the issuance of Amendment 24 to the PSAR.

The inspection

also included an examination of commitments made by WPPSS to strengthen

the WNP 1 and 4 quality assurance program as a result of the WPPSS-NRC

enforcement conference in May 1978.

Within these areas, the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel, and

observations by the inspectors.

Based on the results of this inspection, it appears that certi.in of your

activities were not conducted in full compliance with flRC requirements,

as set forth in the Notice of Violation, enclosed herewith as Appendix A.

described in our correspondence to all NRC licensees dated December 31,

This notice is sent to you pursuant to the provisions of Section 2.201,

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

within thirty (30) days of your receipt of this notice, a written state-

ment or explanation in reply including (1) corrective steps which have

been taken by you and the results achieved; (2) corrective steps which

will be taken to avoid further violations; and (3) the date when full

compliance will be achieved.

We also found during this inspection that up to seven months elapsed in

reaching your decisica on the reportability of nonconfermances pursuant

to 10 CFR 50.55(e). We understand that corrective action will be taken

i

to shorten this process. A discussion of those actions should be in-

'

cluded in your reply to this letter.

'

In accordance with Section 2.790 of the f1RC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a ccpy of this letter and

the enclosed inspection report will be placed in the f1RC's Public

Document Room.

If this ieport contains any information that you believe

to be proprietary, it is necessary that you submit a written application

to this office, within 30 days of the date of this letter, requesting

that such information be withheld from public disclosure.

The application

must include a full statement of the reasons why it is claimed that tne

information is proprietary. The application should be prepared so that

any proprietary information identified is contained ir. an enclosure to

the application, since the application without the enclosure will also

be placed in the Public Document Room.

If we do not hear from you in

this regard within the specified period, the report will be placed in

the Public Document Room.
