Plant Systems Branch Reviewing Status: Complete The Florida Power Corporation by letter dated July 21, 1978, as modified on July 27, 1978, submitted its proposed design modification to the High Pressure Injection (HPI) system ta address the long term ECCS fix for the small break LOCA.

By letters dated November 17, 1978, January 12, 1979, and February 28, 1979, the licensee provided additional information regarding the proposed modification.

The licensee's proposed modification consists of keeping the HPI pump cross-connect valves normally open and, in the event of loss of an Engineered Safeguards (ES) electrical bus which causes inoperability of two HPI valves and one HPI pump, requiring operating action to switch power for the two inoperable HPI valves to the operable ES electrical bus.

Based on its review of the electrical, instrumentation and control aspects of the design, the Plant Systems Branch finds the proposed design modifica-tion acceptable. The details of our review are provided in the enclosed report.
