Inspection 50-333/78-28

This refers to your letter dated February 23, 1979, in response to our

letter dated January 31, 1979, and telephone conversations between yourself,

Mr. R. Burns of your staff and Mr. Plumlee of our staff on March 8, 1979.

Based on the additional infermation supplied in your response, we have with-

drawn item B.1 and D as iters of noncompliance.

Our records have been modified

to reflect this action.

However, it is necessary that you modify your procedures

to clearly define the criteria for use or non-use of protection factors for

half face mask respirators.

We understand, based cn the telephone discussions,

that these procedures are being changed,

Your response to item C stated that the October 16, 1978 memorandum cannot

be considered a procedure revision. We fully agree with that statement.

Your procedure revisions are identified by the use of a Procedure Initiation /

Revision Request Form and by review and approval signatures that were not

provided with the memorendum.

If you wish to reduce a reqJirement of a

procedure (in this case a requirement to maintain locked gate control of

access to hign radiation areas > 100 mrem / hour but < 1,000 mrem / hour) you

are required to revise the procedure in the prescribed manner.

Your letter did not justify withdrawal of this item of noncompliance.

We note that in the Radiation Protection Operating Procedures, in Revision

1, November 17, 1978, you corrected ite:1 C.
