50-289 50-320 Based upon the results of the NRC inspection conducted on July 25-27, 1978, it appears that one of your activities was not conducted in full comoliance with the conditions of your Facility License, Nos. OPR-50 and DPR-73, as indicated below.
This item is an Infraction.
Technical Specification 6.8.1 of both Three Mile Island Unit 1 and Unit 2 require that procedures be followed.
Three Mile Island Site Emergency Plan Implementing Procedure 1670.12, Emergency Readiness Checklist, requires that up-to-date procedures be maintained in the emergency monitoring kits.
Contrary to the above, at the time of the inspection on July 25, 1978, three outdated procedures (1670.0, General Information, Revision 4, dated September 12, 1977; 1670.6, Offsite Radiological Monitoring, Revision 1, dated June 23,1977; and 1670.12, Emergency Readiness Checklist, Revision 4, dated October 29, 1977) were present in each of four emergency monitoring kits.
Specifically, the licensee failed to replace the aforelisted procedures with the current revisions (1670.0, deleted; 1670.6, Revision 2, dated January 16,1978; and 1670.12, Revision 5, dated January 16,1978) antil the time of the inspection, some 61/2 months after approval of the current revisions.

The inspection involved 19 direct-inspection hours by one Regional based NRC inspector.
Results:
Of the six areas inspected, one item of norcompliance was identif:ed in one area. (Infraction-failure to follow procedures-Paragraph 3)

Coordination with Offsite Aaencies The inspector reviewed records, procedures, and written agreements relating to the licensee's coordination of emergency planning with agencies listed in the Emergency Plan and Implementing Procedures.
The inspector discussed this subject with licensee representatives and persons of 3 offsite agencies - Pennsylvania Burea'J of Radio-logical Health, Hershey Medical Center, and Dauphin County Civil Defense.
These discussions verified that the existing agreements between the licensee and these agencies remain in effect, and that the licensee's contact and coordination were adequate for these agencias to maintain an effective response capability.
No items of nonccmpliance were identified.
