Infraction Based upcn the results of the NRC inspection condu;ted en July 25-27, 1978, it appears that ene of your activities was not conducted in full ecepliance with the conditiens of your Facility License, Ncs. DFR-50 and DPR-73, an indicated below. This ite is an Infraction.

Technical Specificatica 6.3.1 of both Three Mile Island Unit i and Unit 2 require that precedures be followed. Three Mile Island Site Energency Plan ple=enting Precedure 1670.12, Energency Readiness Checkaist, requires that up-to-dswe precedures be =nintained in the energency =cnitoring kits.

Centrary to the above, at the ti=e of the inspection on July 25, 1978, three cutdated precedurce (1670.0, General Infor:ation, Revisica h, usted Septerter 12. 1977; 1670.6 Offsite Radiological Mcnitoring, Revisien 1, dated Jt.e 23,1977 ; and 1670.12, E=ergency Readiness Checklist, Revision h, dated Cetober 29, 1977) were present in each of four enccgency =enitoring lits. Specificsily, the licensee failed to replace the aforelisted precedures with the current revisiens (1670.0 deleted; 1670.6, Revision 2, dated January 16,1978 ; and 1670.12, Revisien 5, dated January 16, 195 )

until the time of the inspectien, sc=e 6 ncnths after approval of the current revisiens.

Restense to Infraction outdated Precedures 1670.0,1670.6 and 1670.12 v ro removed frc the afere enticned kits and these precedures vere replaced with current revisions. The date c ' rull crepliance was achieved en July 25, 1978.
