REQUEST FOR THE CANCELLATION OF ITS AMERICAN CENTRIFUGE LEAD CASCADE FACILITY DECOMMISSIONING FUNDING INSTRUMENT:

By letter dated June 18, 2019 (Agencywide Document Access and Management System
[ADAMS] Accession Number ML19172A105) Centrus Energy Corp. (Centrus) requested the U,S. Nuclear Regulatory Commission (NRC) to complete its approval of Centrus Final Status Survey Report dated April 19, 2018 (Agency Documents Access and Management Systems (ADAMS) Accession Number ML18145A127), for the American Centrifuge Lead Cascade Facility (LCF). Additionally, in the June 18, 2019, letter, Centrus requested NRC to cancel the financial assurance instruments associated with the LCF decommissioning program submitted to NRC by letter dated April 15, 2013 (ADAMS Accession Number ML131140306). In the June 18, 2019, letter, Centrus also proposed a license condition prohibiting Centrus to introduce any radioactive material into the LCF without prior NRC approval.
The NRC staff has performed an acceptance review of your request and concludes that it has information in enough detail to enable it to conduct its detailed review. Accordingly, the NRC staff has established a schedule for this review which includes the issuance of any requests for additional information (RAIs) by the end of August 2019. The NRC staff anticipates completing its review by the end of September 2019 or two weeks after Centrus adequately responds to any RAIs (whichever is later). In addition, the NRC staff estimates that completing the review and making an independent assessment of the proposed request will require approximately 110 staff hours which corresponds to about $30,000.
