Dear Ms. Kotzalas:
The purpose of this letter is to request the U.S. Nuclear Regulatory Commission (NRC) complete the review and approve the Final Status Survey Report (FSSR) submitted on April 19, 2018 (Reference 1 ).
On May 31, 2019, the U. S. Department of Energy (DOE) issued a letter contract to American Centrifuge Operating, LLC (ACO), a wholly owned subsidiary ofCentrus Energy Corp., to deploy a 16-machine AClOOM high assay, low-enriched uranium (HALEU) cascade in ACO leased areas at DOE's site in Piketon, Ohio. On June 5, 2019 (Reference 2), ACO withdrew the request to terminate the American Centrifuge Lead Cascade Facility (Lead Cascade) NRC Materials License.
The existing NRC-approved Lead Cascade programs will be transitioned and subsumed into the American Centrifuge Plant license, which will be updated and amended for NRC review and approval.
On April 19, 2018, ACO submitted DP-2605-0002, Final Status Survey Report for the American Centrifuge Lead Cascade Facility Decommissioning Project, for NRC review and approval. NRC approval of the FSSR will confirm that the Lead Cascade decommissioning efforts were completed in accordance with DP-2605-0001, Decommissioning Plan for the American Centrifuge Lead Cascade Facility in Piketon, Ohio, and that there is no remaining NRC decommissioning liability associated with the Lead Cascade. In the Amendment to the Lease Agreement Between the US.
Department of Energy and United States Enrichment Corporation for the Gas Centrifuge Enrichment Plant provided to NRC in Reference 2, DOE determined that ACO had met the lease turnover condition of meeting NRC's radiological free release criteria and accepted all future decontamination and decommissioning liability.

Ms. Margaret Kotzalas June 18, 2019 ACO 19-0015, Page 2 ACO is retaining the Lead Cascade NRC Materials License for programmatic purposes only. No nuclear materials will be brought onto the Piketon site under the Lead Cascade Materials License.
ACO recommends that NRC add a new Lead Cascade NRC Materials License condition as follows: "No licensed material shall be received into the Lead Cascade without prior NRC approval."
ACO requests approval of the FSSR submitted by Reference 1 and issuance of the proposed license condition.
Upon NRC approval of the FSSR and confirmation that the Lead Cascade decommissioning is complete, ACO requests cancellation of the financial assurance instruments associated with the Lead Cascade Decommissioning Program submitted by Reference 3.
