The Logistics Management Institute has for many years been the Department of Defense cilsulting fica providing advice in the crea of logistics canagement.

Dear John:
Doubtless, you are swamped with input and inquiries relative to Three Mile Island.
I don ' t wan t to add to your problems, but just nake a couple of points and a suggestion that night be helpful.
I take it as a given fact that nuclear plants have been designed with the best engineering that radern technology can provide, to high safety car; ins, and to very high levels of redundancy. The computer driven con-trol sys tems employ state-of-the-art technology and function as planned. So key issues are not the quality or the fail safe character of the design.

Certainly steps ha,.e to be taken to assure corp!iar.cc with the safety regulations, but a larger question is the conditions that r.c have_ contributed to the problem.
'ii ; 1ere at D!I have wondered whether the naintenance policy at these p?ints light be exanined. This mainten1nce factor encompasses :
o Sparing of parts for repairable compc n t s, e. g., p ump s.
o The level at which parts are spared.
While sparing at a very low level, i.e., nuts and bolts, is the rost economical, it implies a higher level of maintenance tanpower and cuch longer out-of-service tines associated with equipment repair.
o Maintenance nanpower: predictable requirements based on sparing philosophy, inventory of spares, and equipment reliability charac teri s tics.

My inpression is that the equipment caintenance of these plants may not have been dealt,;ith in the sa:e degree o f thoroughnes5 as the design and reliability issues. Analytic tools exist today ;hich eere not available just a few years ago.
