EiiVIROTIMEiiTAL i'.0:iITORIt'G AT TMI This is the information en the coordination of environmental monitoring at TNI which I collected during our visit to TiiI and during scme con-fircatory phone calls nade last Friday.

The chronology is correct to the best of my '<n:wledge, but is based upon individual recollecticas of events un, ich occurrec., two ', eeks earlier.

The first Regico I personhel arr.ived at TMI at -10:00 a.n-ca Uednesday, March 23.

COI tems f ecr Crco' haven, Argonne, Os'.

Ridge, and Lavirence Liveracce arri'ced late en TMrsday.

Fridaj seems to be the first day that anything with respect to environmental renttoring got organized.

DOE groups frcm Argonne and Oak Ridge set up cn the '<!ast and east banks of the Susquehanna to take exposure measurements at ground level.

DOE also pecvic'2d coordination of the exposure measurements taken by all groups, which v.are cccciled cn aerial naps of the site, along viith meterological data and predicticas and provided once daily (about 5 p.n.) to the i'RC (Bernard Ueiss in Bethesda vias the principal contact) and the state of Pernsylvania.

i;ote that not all groups were initially agreed ca this, "one Federal group at first refused to submit their neasurements", although it is part of the Interagency Radiological Assistance Plen (IR'i.P).

The i;RC sw " plume chasers" to perforn exposure measurcaents dc.cwind frc, the site.

Acceeding to scie of these individuals,i:RC headquarters i.ould only accept reasu ements by I;P." personnel, so that they t;ould find themselves raking measurements right next to several other pecple from other agencies also.nkin; reasu.{nents.

The f,RC placed ILD dosimeters o f f-i D2, ; nich ere s till being chengea on a daily buis.

. In addition, raost other grahps interested in the reasurer.ent of radiation er lc.i-level radiatica doses sent reprcser.tatives to the area to collect data.

For example, the FD2 put 250 TLD dosi.reters in the area, ncst of

.aich have rot yet ceen collected.

All kinds of groups perferred th2ir c.;n exposure treasurements uithout ruch coordination bet.-teen ' hem.

The EPA, FDA, i;RC, and i:et. Ed. did coordinate enough to splir milk samples ceing mcnitored for iodine.

As of las t Thursday, this activity had died d:.in a great deal.

DOE was lim.iting their ef forts to the Argenne group, r.ovi taking ceas"rements e t the airport, and the AP.M5 circraf t.

They cr, still coordinS _ing whatever reasurements they receive for the sta t; and the ::.2,C.

The EPT,, GRC, and B.lH have an ed hoc grat o in Bethesda to coordinate cdels used for dose c;tirates to the population based cq the TLD d2ta fec-the Grl and the first couple of days of.' Jet. Ed. TLD da ta.

DOE is using the ser.e TLD data but a dif ferent r.cdel to pec'/ide a confirT.atory c lculatica.

Tho

!;.2.C is still " plume chasing" alth;uga chase' level ~are 'near backgrouna.

iiilk is still being
