As required by 10C7R 50.L6, each P'c2 shall be eculpped with an F.mergency Core Cooling System (ECCS).;hich shall be designed so that its performance shall be to respond to postulated accidents in such a way as to linit the fuel temperature as specified in 10CFR 50.46. This specification would not permit the fuel to melt. These postulated accidents include the double-ended rupture of the largest pipe in the reactor coolant system. All P'G power plants are licensed subject to this regulation. The procedures used to demonstrate this perfor-ance are not valid.
The Three "ile Island Unit II clant is licensed to operate subject to this recuirement. On 28 ? larch 1979 an accident occured at this plant. The accident tas initiated by an event less severe than the double-ended rupture of the largest pipe in the reactor coolant system. The consequence of this accident v.u s that a t least scme of the fuel melted. This consecuence is clearly in excess of the performance reanired under 10CFR 50.a6. Thus, the analyses used to predict such perfor-ance are invalid. Thus, it '.as now been established in fa ct by the evidence of 28 :* arch 1979 at Three Mile Island Unit II, that the basis for granting these licenses was invalid, and they should be i.. mediately suspended, or revoked.
