Ciasausso, Deputy Director for Reactor Projects, Licensing RE.3ULTS OF THE ACCEPT.GCE 2LTIE*.i, THEEE MILE ISLGD, CLIT 2 (TM1-2), FSA2 Back;;;round on February 15, 1974, the Metropolitan Edison Company (Met-Ed) tendered an application for a Class 104b license to operate TMI-2 pursuant to Section 104b of the Atocic Energy Act of 1954, as anended, and Title 10, CFE 50.21'b)

Subject to State and Federal regulatory approval, Met-Ed, Jersev Central Power and Light Co=pany, and Pennsylvania Electric Company will own TMI-2 on a respective basis of 50/25/25 percent. Unit 2, located adjacent to Unit 1, is being constructed on Three Mile Island in the Susquehanna River approximately 2 1/2 miles south of Middletown, Pennsylvania. The nuclear steam supply system is a Babcock and Wilcox,177 fuel asse=bly core, pressurized water reactor in a prestressed, post tensioned concrete contain-ment atructure. The unit is rated at 2772 MW(t) or 959 MW(c) (gross). This unit is scheduled for fuel loading by April 1976.

Su==ary of the Review The Technical Review branches made the results of their reviews available to the Licensing Project Manager during the week of March 4,1974.

These reviews of the information submitted in the FSAR resulted in all reporting "~d branches recor-=wnding that the FSAR be accepted for, docketing. LWR 2-2 reco== ended acceptance, based on its review of the general infor=ation and other sections of the FSAR vhich were not reviewed by the TR branches. The recon =endations for acceptance are based on the applicant's response to the information requirements of the Stsndard Format and Content Guide, October 1972.

w Some of the reviewers have provided requests for additional information in those areas where they need = ore information than is indicated by the guide and where the supplied information was not ec=plee.

The Centainment Syste=s 3 ranch has indicated a need for infor:stion on = ass and energy releases and related cont *-ent pressure responses. Only a mi + al review ef fort can be initiated in this area until adequate responses are received f rom the applicant.

The applicant nas pro ised infomtion regarding gereric areas of current concern.

Information on the high energy line break outside centainment has been promised by May 1,1974.

Anticipated transients without scrs= (A*lS) is under consideration by Babcock and k'11cox and the Regulatory c:taff en generic basis. Questiens and rt:sponses related to K">;S and this spoli atica are not enticipated until this generic review is completed.

The Environmental Report for TM1 must be updated by April 1975.

Conclusions and Reco=endatien Based on the review by the TR branches and by LWR 2-2, the TMI-2 FS A'l was deter ined to be sufficiently complete to permit docketing tne application.

We reco= mend that the application be docketed with the provision that the applicant will respond, within 30 days of docketing, by submitting that infor=ation required by the Request for Additional Infor=ation which resulted from the acceptance review.

In addition, we reco==end that the applicaat provide, at the time of docketing, a schedule for submitting the additional infor=ation required by the Conte-ent Syste=s Branch in the event that t51s infor=ation cannot be submitted within 30 days of docketing. We have prepared a letter to the applicant to imple= cat these reco==cndations and we have arranged to meet with the applicant on March 19, 1974, to discuss the results of the acceptance review.
