Attorney, OELD The Cor:raission has issued the enciesed Anendment No. 7 to Facility Operating License No. DPR-73 for the Three Mile Island Nuclear Station, Unit No. 2.
This anendment consists of a change in the license conditions and changes to the Appendix B technical specifications in response to your requests dated Acril 25, 1978, and May 19, 1978.
respectively. Your May 19, 1978, letter requested a number of changes.
Requests 006-A and CC6-B pertain to environmental matters and are covered in this letter. Your other requests wili be responded to in a separate letter by the Division of Project Management. Change request 006-A has been approved and is included in this amendment.
Change request 006-B is being denied because approval of this change would alter the intent of the envimrcental technical specifications by res: roving the requirement for an independent review of proposed changes which might have an enviremantal impact.

The anendment deletes an environ:nental condition in the license requiring detailed progra:n descriptions of the creel survey, comparison of ichthyoplankten sampling gear serial remote sensing, and NRC non-routine requirtments. This condition is~being deleted because the progrca descriptions have been received and approved by the NRC staff.
The a:mendaent also renovas an unnecessary paragraph in the liquid effluents section of the Appandix B technical specifications.
We have ovaluated the potantial for environmental is: pact of plant operation in accordance with the enclosed a:aendment. The amendment applies to adsinistrative datails and to cm: plated Itcense requirements.

Since the amendment applies enly to adrainistrative details and to cmpleted license requirenents, it does not involve significant ne<
safety infomation of a' type not considered by a previous Commissicn safety review of the facility.
It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards consideration. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action.
A copy of the related Notice of Tssuance is also enclosed.
