STATUS OF INVESTIF:AT"N :tELATED TO ALLEGATICN OF I.up"CPER CONSTRUCTICN P9ACTICES AT THREE MILE ISLAND, UNIT 2 Aliecatien That rebar had been cut without authorizatien and 1 1/t inch diameter extensions had been welded to 3/4 inch diameter studs for attactnent of an anchor plate (core ficoc tank succort) withcut accreved procedures.
(This was alleged to be an isolated case.)
Investicatien Discussions with the alleger and cbser/atien of the indicated area resulted in identification of three anchor plates en tne secondary shield wall as probable areas for fur.ther investiga:icn.
These plates served as anchers for the structural succort of the core ficcc tanx CF-T-1B, The wall recar is not accessible and only one end of each stud is accessible. UT examination of the stucs for these anchor platas sacwed indicaticns in E cf the 6 studs hciding cne plate at Elevatien 315'-9".
The indica:icas were evaluated as shewing welded joints in the studs.
Based on the length and diameter of the 1 1/4 inch excansion anchcrs, it is considered probable that scme rebar was cut during ar.cher installa-

Evalu:: den cf the rebar assumed to be cut has not teen received. The lic2nsee has stated tha: Surns and Ree providec 15C0 f as the design load (tensicn) on each stud. The licensee deci::ed to tatt the studs at 2000 # (wnich is ecuivalent to a tortue of 50 ft.-lbs. On the stud nut). The studs were cr;ued to 50 ft.-lbs. en 3/21 with no motion and then up tc 70 ft.-lbs. wnere ter:uing was discontinued. No

2 Preliminarv Cindincq Regicn I has not yet reviewed the licensee's stud leading evalustion and test results but believes that the licensee's testing, if verified to te stated, will show the existing studs exceed their design require-ments. Also,.egica I doubts that the rebar cutting has degraced the secondary shield wall structural
