Operating License No. DPR-73 Docket No. 50-320 Inspection Report No. 78-10 This letter and its attach =ent are in response to your inspectica letter of March 29, 1978, concerning Mr. R. S. Markovski's inspection of TMI-2, and the resultant findings of apparent infractions.

_Restense to Inspection Retort No. 78-10 The folleving was included in Appendix A to the above referenced Inspection Repert.
Infracticn ( A.2) 1, Section 5.1 of Adninistrative Procedure AP1001 Docunent Contrel, Revision 12, Nevenber 8,1977 states in part:
"All.
drawing revisicus... vill initially be received by TMI Adninistrative Office.
A designated individual... vill assure that said doc =ents are p:cperly distributed in accordance with...distributien list.
... distributed in accordance with this list vill be considered centrolledAll drawings drawings.

Centrary to the above, centrolled drawing revisions vere received (as indicated by the Master Draving Index) and not distributed in accordance January 1, 1978) in that en Februarywith the distribution list (TMI Nucle 23, 1978:

"... procedures...shall include appropriate quantitative... acceptance criteria for deter =ining that i=-
portant activities have been satisfactorily accc plished." The accepted Operational Quality Assurance Progra: (FSAR Secticn 17.2.17) states =
"... Tools...necessa'y for =aintenance...are calibrated...in accordance par.-
with station maintenance procedures..."
Centrary to the above, Preventive Maintenance Procedure M h8, Tcrque. k~rench and Torque '4rench Tester Calibratien, Revisica 0, April 15,19Th does not incorporate criteria for deter.ining that the calibration of torque vrenches and the torque vrench testers have been satisfacterily acec=plished.
Cali-bratien data for the torque tester (EC-1) dated Dece=ber,1976, and torque vrench (EC-32) dated June,1977, indicate that these ite=s had not =et the tolerances specified by the =anufacturer and had been accepted as ce.librated.
The calibration data was reviewed by the inspector en February 23, 1978.
Corrective Action (3)
Torque tester (EC-1) and torque vrench (EC-32) have been recalibrated and are within the tolerances specified by the manufacturer.
Corrective Stens Taken to Avoid Further Violation (B)
Preventive Maintenance Precedure M-h8 has been revised to incorporate criteria for dete=.ining that calibration of torque vrenches and the torque vrench testers vill be satisfactorily accc=plished, (i.e., vithin the manufacturer's specified tolerances).
