'N December 31, 1979 Docket No. 50-289 Mr. R. C. Arnold Senior Vice President Metropolitan Edison Company 260 Cherry Hill Road Parsippany, New Jersey 07054 Dcar Mr. Arnold:
By letters dated September 14, 1977, and February 12, 1979, we infonned you of a limited boron dilution incident involving the contents of a spray additi.': tank ct en operating PWR. facility.
In light of this, you were asked to review potential boron dilution incidents at the Three Mile Island, Unit No.1 (TMI-1) facility to insure that a similar or other unreviewed method of boron dilution was not more limiting than had been previously analyzed and found acceptable.
Your response by letters dated December 16,1977 (GQL 1707), September 10, 1979 (GQL 0444), November 1,1979 (GQL 1377), and December 5,1979 (GQL 1467) indicates that you have reviewed potential boron dilution incidents at your facility not covered by your FSAR analysis. As a result of this review, you have found that boron dilution could occur by Sodium Hydroxide (Na OH) injection during operation of the Decay Heat Removal System.
You have stated that this moderator dilution incident is precluded at TMI-l by operating procedures. These procedures provide double valve isolation of the Na OH Tank from the Decay Heat Removal System. We find this to be acceptable.
Based on your response and our findings, no further action regarding this generic issue is necessary.
Sincerely, s
O M2
