Article for Publication in the fluclear Safety Journal, "An Assessment of the Frequency of Failure to Scram in Light-Water Reactors" by G. Apostolakis etal.

In response to your request for coments on the above referenced article proposed for publication in the Nuclear Safety Journal, please note that I had reviewed the initial manuscript of this article ar.d provided my comments as well as those from L. Abramson (0P.PA) to W. Cottrell on Feb. 27,1979 (a copy of the coments is enclosed).

I have glanced through the revised version and believe most of the coments have been addressed to some degree with the possible exception of coments 4, 5, and 11.

I have spoken with L. Abramson and he intends to provide additional technical coments to you.

While there are some minor disagreements in judgment, I find the article to be carefully considered and that it does not significantly misrepresent any liRC policy on this issue.
