November 16, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-I-79-20 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basi: ally all that is known by IE staff on this date.

Facility:

Salem Nuclear Generating Station - Unit 1 (DN 50-272)

Subject:

REACTOR COOLANT SYSTEM LEAKAGE DURING PLANT HEATUP The unit has been shutdown since April 3,1979 undergoing a scheduled refueling outage and follow up work in response to Inspection and Enforcement Bulletins.

The ur,it coninenced a heatup on November 13, 1979.

With the plant at normal operating temperature and pressure on November 15, 1979, minor leakage was observed from the pressure boundary for the in-core thermocouple seals located on the reactor vessel head.

In addition, minor leakage was also observed around the upper manway in the pressurizer.

Due to the above leakage, the plant is being cooled down to effect repairs.

While the plant is cooled down, a steam generator safety valve, found to be defective during surveillance testing conducted in conjunction with this heatup, will also be replaced.

Completion of repairs is expected to take about five days.

Media interest has already been received from local radio, television and newspapers.

A press release was issued by the licensee.

A press release is not planned by the NRC at this time.

The States of New Jersey and Delaware have been notified.

NRC, Region I, received notification of this occurrence by telephone call from the Resident Inspector on-site on November 15, 1979.

This PN is issued for information only.

The Resident Inspector will follow up during routine inspections.
