I would also like to take this opportunity to explain to you the NRC policy with respect to distribution of documents.
NRC publications used to be sold to ncnparticipants in a proceeding through the U.S. Department of Commerce, National Technical Informational Service. Due to persistent complaints about the timeliness of availability and high costs of NRC formal reports, a direct sales program was initiated under an agreement with the U.S. Government Printing 1592 338 u z t, o 35E

Because of this initiative, NRC is now able to make NUREG-series reports immediately available for sale to the public at prices 50% less than NTIS prices. Accordingly, since you are not a party to the Skagit proceeding, NUREG publications can be requested by writing to:
GPO Sales Program, Division of Technical Information and Document Control, U.S. Nuclear Regulatory Commis-sion, Washington, DC 20555.
In addition, documents, letters, memoranda or other communications between an applicant and the Staff are available to members of the public for inspec-tion and copying at the Commission's Public Document Room, 1717 H Street, N.W.,
Washington, DC.
In the case of the Skagit application, these cummunications can also be found in the Local Public Document Room, Sedro Woolley Library, 802 Ball Avenue, Sedro Woolley, Washington.
Accordingly, your request for all communications between the Staff and Applicant regarding the calculations of ground level concentrations of radiation can be found in the Applicant's Envi-ronmental Report or PSAR (copies of which you have) or in the above-described Document Rooms.
Finally, the requested NRC memoranda relating to Executive Order 11988 are internal NRC documents which are normally not disclosed to members of the public.
If you continue to have a need for these documents, you may make a formal request for disclosure to the Commission under the pro-visions of the Freedom of Information Act.
If you have any questions pertaining to the Commission's policy with respect to the distribution of documents or the availability of other communications that are of interest to you, please let me know.
