U.S. NUCLEAR REGULATORY COMMISSION NUREG-0555 ENVIRONMENTAL STANDARD REVIEW PLANS FOR THE ENVIRONMENTAL REVIEW OF CONSTRUCTION PERMIT APPLICATIONS FOR NUCLEAR POWER PLANTS NOTICE OF ISSUANCE AND AVAILABILITY "FOR COMENT" PROPOSED ESRP SECTION 7.1.1

" ENVIRONMENTAL IMPACTS OF POSTULATED ACCIDENTS INVOLVING RADI0 ACTIVE '

MATERIALS - RELEASES TO GROUNDWATER" The U.S. Nuclear Regulatory Comission (NRC) has published proposed Environmental Sta'dard Review Plan (ESRP) Section 7.1.1 of NUREG-0555 (Environmental ' 4rd Review Plans for the Environmental Review of Cosstruction Permit Applications for Nuclear Power Plants).

This proposed ESRP provides guidance to the staff for preparation of environmental assessments of " Radiological Impacts - Releases to Groundwater", an input to the staff's Environmental Statement which addresses the groundwater pathway consequences from postulated' reactor core-melt accidents. The ESRP lists the type of information which should be collected, references that may be useful, and provides a prccedure for uniform staff review of applicant analyses. The ESRP is applicable to both Construction Permit and Operating License Stage reviews.

Since July, 1980, the staff has been required to include in Commercial Reactor Environmental Impact Statements an analysis of the radiological exposurepathwaystoman(includinggrcundwater)fromapostulatedcore-melt. accident. This requirement was contained in the Commission's Statement of Interim Policy Regarding Nuclear Power Plant Accident  !

't Considerations Under the National Environmental Policy Act of 1969 ,

(45FR40101, June 13,1980). The ESRP is a codification of staff _ review' -

practice that has developed in response to the Interim Policy Statement.

The ESRP does not place any new requirements on applicants. The ESRP also permits the use of future source term and probabilistic studies when they become available.

Comments are solicited from interested organizations, groups, and individuals. The staff will evaluate the comments received, and address s them, as appropriate, in the final ESRP.
