(TrojanNuclearPlant) Docket No. 50-344 (Control Building) Gentlemen: By Order dated November 30, 1979, the Licensing Board in the referenced pro-ceeding directed that the Trojan facility remain in the shutdown condition pending further order of the Board. The Licensing Board also directed the Staff to: "imediately infom the Board, explicitly and clearly, what unresolved problems remain which might have a bearing upon the seismic and other issues in this pro-ceeding. This information shall be kept current upon a regular basis." Order, p. 4, item 2. By letter dated December 4,1979, the Staff infomed the Licesning Board that it would comply with the quoted directive by submitting the required informa-tion on December 7,1979. The required infomation is herewith submitted in Attachments 1, 2 and 3., consisting of the Affidavit of Kenneth S. Herring, sets forth the unresolved problems regarding the adequacy, from a safety standpoint, of the proposed Control Building modifications to bring the facility into sub-stantial compliance with the license. Attachment 2, consisting of the Afft-davits of Kenneth S. Herring, Charles M. Tramell, III, Fred Clemenson and James E. Knight, sets forth the unresolved problems with regard to the effects of the proposed modification work itself on plant safety. The unresolved problems identified in Attachments 1 and 2 are clearly matters within the jurisdiction of the Licensing Board in the referenced proceeding. 1591 128 7912170 2 19
. ', consisting of the joint Affidavit of Charles M. Trammell, III and Kenneth S. Herring, addresses a currently unresolved problem with regard to reaction forces from piping attached to composite, single block and mortared double block walls at the Trojan facility. That Attachment also sets forth the relationship of the reaction force problem to issues within the Licensing Board's jurisdiction in the instant proceeding. It is the Staff's view that the reaction force problem does have a bearing on the seismic qualification of safety-related piping and walls that had to be requalified to withstand the revised floor response spectra for the as-built Control Building Complex for earthquakes up to and including the 0.25g SSE. However, license condition 2.C(10).c, which was imposed for interim operation, requires that all pipe supports and restraints necessary to assure that piping systems within the Control, Auxiliary and Fuel Building Complex required for safe shutdown or to maintain offsite accident doses to within 10 CFR Part 100 guidelines be qualified to withstand earthquakes up to and including the 0.25g SSE. That requirement remains in effect. The Staff is currently working to assure that the pipe reaction problem is resolved and that pipe supports are properly qualified, in accordance with license condi-tion 2.C(10).c, prior to any resumption of plant operation. In the Staff's letter to the Licensing Board of December 4,1979, it was indicated that the Staff would provide to the Board today an estimate of the date when the Staff would be able to respond to items (4) and (5) of the Board's November 30,1979 Order.
