We have received a copy of your letter dated October 23, 1979, which transmitted the Trojan Nuclear Plant Cooling Tower Plume Study Summary Report to the Office of Nuclear Reactor Regulation (0NRR).
It is our understanding that the ONRR staff is required to review the report and evaluate the cooling tower impact to determine whether the discontinuance of the cooling tower plume monitoring program is acceptable or whether other action is necessary.
Reviews and approvals relating to a particular licensed reactor facility should be classified in the same manner as applications for license amendments and fees determined and paid pursuant to Section 170.22 of 10 CFR Part 170.
Consequently, your October 23 filing is subject to the fee provisions of Section 170.22.
Based on guidance from the ONRR staff as a result of their preliminary review of your report, it has been determined that a Class III fee is appropriate because the review involves consideration of an environmental issue. Therefore, it is requested that the fee of $4,000 be promptly submitted to this office.
If the final evaluation of your October 23 filing by the ONRR staff reveals that this fee is incorrect, you will be refunded any overpayment or billed for any additional amount due.
