Dear Mr. Barth:
Your letter of October 11, 1973 to Mr. William A. Raney, Jr. ccncerning condenser cooling has been referred to me for response.
You asked the view o' 'ha Stats of North Carolina "as to what tvpe of con-denseEccoling woula' be acceptable for a nuclear facility cf the size of Perkins to be constructed in the future and to come on line af ter July.1,1983."
In view of the remand of the EPA regulaticas concerning thernal discharges by the U. S. Court of Appeals, North Carolina has no effluent lirits for thermal discharges from steam electric plants.
For this reason the effluent limits for thermal discharges from such plants would be based on the mainter.ance of water cuality standards for the receiving waters.
Temperature standarcs for North Carolina waters are found in 15 N.C. Administrative Code 23.0211(c) (3) (J),
23.0211(d) (3) (H), and 23.0211(e) (3) (F).
Othe than the Atlantic Ocean, I knew cf no ecdy of water in horth Carolina that cculd be usec for cnce through cccling of a 4CCC MWe facilit without causing a violation of water cuality s tandards for temperature.
