OCT 161979 APPENDIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Crystal River 3 Based on the NRC inspection September 17-21, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indi-cated below. These items have been categorized as described in correspondence to you dated December 31, 1974 As required by Technical Specification 3.1.3.8, " THERMAL POWER shall not be increased above the power level cutoff... unless xenon reactivity is within 10% of the equilibrium value for RATED THERMAL POWER and is approaching stability." This Specification also requires action to be taken to reduce thermal power to equal to or less than the power level cutoff within fif teen minutes of discovery that the specificatio. cannot be met.
Contrary to the above, on September 17, 1979, thermal power was above the power level cutoff for approximately 64 minutes af ter discovery of the condition.
This is an infraction.
