Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell and Ms. C. Abigail

Evans of this office on October 16-19, 1979, of activities authorized by NRC

Operating License No. DPR-46 for the Cooper Nuclear Station, and to the

discussion of our findings with members of your staff at the conclusion of

the inspection.

The area examined during this inspection was your program for protecting

against industrial sabotage and safeguarding special nuclear material pursuant

to applicable provisions of 10 CFR 50, " Licensing of Production and Utilization

Facilities"; Part 73, " Physical Protection of Plants and Materials"; and

specific requirerents of NRC License No. DPR-46.

Within this area, the

inspection consisted of selective examinations by the inspectors and review

of the Physical Protection Plan for the Cooper Nuclear Station.

Within the scope of this inspection, no items of noncompliance were ~ identified.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of findings of your

control and accounting procedures for safeguarding special nuclear materials

and your facility security procedures are exempt from disclosure; therefore,

the inspection report will not be placed in the Public Document Room and

will receive limited distribution.
