Dear Mr. Eisenhut:
As discussed in our response to NUREG-0578, Item 2.2.1.b, Shift Technical Advisor, provided in our submittal of October 18, 1979, we requested a delay until November 16, 1979 to submit our plan to meet the requirements of this item. The following information is provided to fulfill that commitment.
The Shift Technical Advisor (STA) concept can be separated into two distinct functions. The two functions are defined as 1) operating experience assessment and 2) accident assessment. Both functions will be performed by the same group to ensure proper underetanding of the two functions by all individuals involved.
This cross-training will be accomplished through the assignment of individuals on a planned program basis.
The operating experience assessment function provides additional capability, dedicated to concern for the safety of the plant, to perform engineering evaluations of plant operations. A portion of the STA group at any one time will be a dedicated day-shift function and receive training in normal and off-normal operations. The accident assessment function provides additional capability, dedicated to concern for the safety of the plant, for diagnosis of off-normal events. This function of the group will be available on shift to augment the operating shift as required. It will be permissible for the individual (s) who perform this function to have other nonaccident duties related to plant safety.
The STA group will be engineer trained or equivalent and will be trained and retrained in normal and off-normal operations. The group will be cognizant of current operating experience evaluations through their rotation through the operating experience assessment functions. They will have no other direct operating duties that might detract from their STA duties when performing in this function.

Mr. Darrell G. Eisenhut The Shift Technical Advisors will be available on-site for both the operating experience assessment and accident assessment functions. Assignment during the accident assessment function will incitide periods where the Shift Technical Advisor is available on-site but not restricted to the control room. Seing on-site, the Shift Technical Advisor will be capable of responding to an emergency situation within ten minutes of being alerted by the Shift Supervisor.
The Shift Technical Advisors will be assigned at the Brunswick Plant by January 1, 1980. These individuals will have an enhanced understanding of transient and accident response resulting from the study of recent industry analyses performed as a result of the Three Mile Island event. Full implementation of the requirements set forth in NUREG-0578, as clarified or modified by D. G. Eisenhut's letter of September 13, 1979 and H. R. Denton's letter of October 30, 1979 to all operating plants and D. G. Eisenhut's letter of November 14, 1979, to Mr. T. D. Keenan of the BWR Owners' Group will be accomplished by January 1, 1981. We believe the planned program, as described, is in full compliance with the intent of the NUREG item.
