Dear Mr. Lundvall:
The Commission is issuing the enclosed Safety. Evaluation to document our review of the acceptability of operation of Calvert Cliffs, Units Nos.1 and/or ? with a prototype control element assembly (CEA). This action is in response to a portion of your request dated February 23, 1979, to allow operation of Unit No.1 for a fourth cycle as supplemented by the proprie-tary report CEN-105(B)-P submitted March 5, 1979.
Based on our review, we conclude that the facilities may be operated at the licensed power level with the prototype CEA installed in a typically low guide tube wear location as described in the above references.
Your staff has agreed to provide a report documenting the operating character-istics of the prototype CEA performed after one cycle of operation.
