Your letter of April 12, 1976 (CQL 0512), relative to outstanding requests for changes in technical specifications is hereby acknowledged. The Commission has issued the enclosed Amend ent No.
18 to Facility License fio. LPR-50 for the Three Ptile Island Nuclear Station, Unit No. 1.
This a.endment is in response to your requests dated January 31, July 31, August 21, Septerber 4, and October 29, 1975.
Your request No. 26 of December 12, 1975, relating to discharge limits for liquid effluents, is still under review.
This amendment authorizes miscellaneous changes to the Environmental Technical Specifications. These changes involve (a) correction of typographical errors ; (b) wording changes for clarification of intent; (c) administrative changes and titles; (d) location of radiological conitoring stations; (e) monitoring conditions; and (f) sensitivity of radiological analyses. Change Request 8.1 submitted in your htter of January 31, 1975, is still under review. We have made certain changes in the Technical Specifications you proposed and have discussed these changes with your staff.
We have evaluated the potential for environmental impact of plant operation for each of the changes and our appraisals are suemarized in an enclosure to this letter. We have determined that the amend-ment does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environrnental impact and pursuant to 10 CFR 1585 204 72911000

Since the amende.ent applies only to environ ental matters, it does not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.
It does not involve a significant increase in the probability or conser;uences of an cecident, does not involve a significant decrease in a safety martin, and therefore does not involve a significant hazards consideration. We have also concluded that there is reasonable assursace that the health and safety of the public will not be endangered by this action.
A copy of the related Federal Register Notice is also enclosed.

APPRAISAL OF CHANGES IN THE ENVIRCNMENTAL TECHNICAL SPECIFICATIONS (APPE'TDIX 3)
FOR THREE MILE ISLUTD NCCLEAR STATION UNIT NO.1 Two typographical errors in Table 3 have been corrected.

intake water and of the Susquehanna River.
The requirement for submission of non-routine written reports within one week has been changed to two weeks to conform with the sa=e requirement in Appendix A to License No. DPR-50.
Wording changes have been =ade in various sections relating to the operation
- of the mechanical draft cooling towers to clarify the purpose of the automatic code of operation.
Title changes have been made to reflect the current status of the plant's organizational chart. These changes reflect changes in organizational titles and do not affect the arbinistrative control of the facility and are acceptable.
Figures 1-7 relating to the location of monitoring stations have been revised to convert to the use of polar coordinates. Table 2A has been added to explain the polar coordinate system.
The location of plant pathology transects used to evaluate cooling tower drift has been added to clarily this program.
The area designated for sampling vegetation to study cooling tower drift (Figure 2) has been relocated from the for er, near-by, location that is now being tilled by the owner. This relocation will not affect the results of this program.

.. - _ _._ _ The locations of air particulate samplers that =onitor northerly drift from the plant have been changed to cleaner environs and to provide better quality control. These relocations will not affect the effective-ness of these stations.
Air monitors at Marietta and North York substations are redesignated
" background" rather than " indicator" stations because of their distance from the plant. There will be no change in sampling frequency, sensitivity, or direction of measurement.
The water background monitoring station will be transferred from Harrisburg to Steelton to take advantage of an existing and improved sampler. This relocation will not affect the effectiveness of this monitor.
The frequency for sampling aquatic vegetation has been qualified to reflect the availability of samples. The purpose of this surveillance will not be affected because samples will be taken when available. The frequency of sampling is acceptable.
References in the objective statement to the measurement of " dissolved oxygen" as part of the nonradiological monitoring program have been deleted since the technical specifications do not call for such a measure =ent.
The requirement to sample indicator aquatic organisms has been modified so that either benthic or floating macroinvertebrates are collected. This change reflects the greater importance of benthic organisms and will not affect the purpose of the requirement.
The frequency for making a cow census has been changed from twice per year to once per year. This change recognizes that one census during the mid-point of the grazing season is sufficient to detect changes in the population of cows in the environs of the plant.
The intent of the requirements to monitor vegetational-type samples has been clarified by substitution of the term " vegetational-type" for
" vegetation."
The wording of the specification related to the temperature differential of the condenser cooling water has been changed to clarify the intent of this specification.

-... The removal of a ther=oluminescent dosimeter (TLD) from the Hur:mtitown air sampling location has been approved. The effectiveness of this surveillance program will not be changed because the licensee has four more TLD's at equivalent distances from the plant.
The sensitivities for measuring Iodine-131, Strontium-89, and Strontium-90 have been decreased to achieve attainable limits. The new limits for strontium are now based on those of Regulatory Guide 4.8.
The decrease of iodine sensitivity by a factor of five will permit more reliable results to be obtained without affecting the purpose of the sampling program.
