Amend:sents to the Cocmission's regulations (10 CFR 50.59) which relates to the manner in which proposed changes in the technical specifications for facility operating licenses are to be requested and acted upon, became effective on April 22, 1974. The purpose of this letter is to call this to your attention and point out that all requests for technical specification changes to facilities with operating licenses must be submitted in the form of an application for a license amendment in accordance with the applicable provisions of Parts 2 and 50 of 10 CFR Chapter I.

~ Mote that section 50.30(b) of 10 CFR Part 50 requires that applications be executed in three signed originals by the applicant or duly authorized officer thereof under oath or affirmation. In addition to the three signed originals, 37 conformed copies of all portions of those applications requesting technical specification changes for power and test facilities, and 19 conforned copies of all portions of those for research and critical facilities should be filed.

Three Mile Island Nuclear Station Unit 1 Docket No. 50-289 License No. DPR-50 Inspection of Reactor Internals After Hot Functional Testing

Dear Dr. Knuth:

The inspections and investigations reported in Mr. J. G. Miller's letter cf April 26, 1974, to Dr. D. F. Knuth have been ccepleted.

A detailed inspection of the entire reactor internals package, reactor vessel, and closure head by Quality Control indicated that no damage was caused by the nut and that the nut was not part of the reactor components.

The reactor coolant system and associated systems were reviewed by GPU Service Corporation.

It is concluded that the nut was of foreign origin and was not a part of these systems or the components of these systems (i.e., valves, pucps, motors).

An AEC-DRO Inspector examined the " Addendum to Inspection Record B-9, IFI-ll5", dated May 2, 1974, which documented the results of the reactor internals foreign material investigation and considers this item resolved per Inspection No. 50-289/74-22 dated May 8, 1974.
