.io.1 to assure the continued integrity of the shaf ts of the dec3y heat removal pumps.

One of the provisions of this modified procran was that vibration measurements and the ultrasonic inspection of the shaft would be performed at the conclusion of a run when the accumulated operating time of the pump since the last inspection in any mode (flow rate > 550 gpm) exceeded one hour. This limit was based on the suggested linit contained in your letter of October 27, 1977 and the fact that the pump manufacturer does not recorrend flows of less than 550 gpm for continuous operaticn.

In your letter of February 10, 1978, you note several problems associated with the present one hour criterion for flow rates > 550 gon, that have been discovered in the course of performing these tests.

One problem arises from the need for extended pump operation to determine bearing temperatures during inservice testing.

Another problem relates to the need to perform inservice testing on a monthly schedule while the vibration measurements and ultrasonic ir,sriection are only required quarterly.

In order to reduce the number of times that the pump must be run solely to obtain vibration measurements and perform ultrasonic inspection, you have requested that the accu :u-lated running time criteria for flow rates > 550 gpa be increased

We have reviewed your request, and on the basis of the fact that the pump manufacturer has recomended against continuous operation at ficw rates less than 550 gpn, but has no such reservations against cperation at flow rates > 550 cm, we ccnclude that the reouested change is acceptable.

, Accordingly, this is to advise you that the schedule for performing vibration reasurenents and ultrasonic testing of the decay heat renoval pumps, as set forth in our letter of December 7,1977, may be modified so that such tests and inspections need be made only when the accumulated operating time at flow rates > 550 com since the preceding test and inspection exceeds three hours.

The test schedule applicable to operation with flow rates less than 550 gpa, however, remains unchanged.

ACRS-16 The Comission has issued the enclosed M.endment f!c. 39 to Facility Operating License !!o. DPR-50 for the Three "ile Island Muclear Station, Unit Mo. 1 (TMI-1).

The acendment consists of changes to the Technical Specifications in response to your application dated January 9, 1970, as supplenented. This anendrent revises the Technical Specifications to reflect plant operating linitations for the first 130 effective full power days of operation in Cycle 4 In accordance with your letter dated April 27, 1978, the Comission has also issued the enclosed Exemption from the requirements of 10 CFR 50.t4(a)(1) that Energency Core Cooling System (ECCS) performance be calculated in accordance with an acceptable calculational model which confoms to the provisions in Appendix K to 10 CFR 50.

This exemption adds certain license conditions.
