By letter dated July 19, 197 5 you transmitted a report pertaining to.
Three Mlle Island Nuclear Station,. Unit flo. l (THI-1) entitled " Reactor Containment Building Integrated Leak. Rate Test - April 1977." In your letter you noted that because. the initial and first periodic (April 1977) integrated leak rate tests both failed to meet the applicable acceptance criteria, the test. schedule applicable to subsequent tests is subject to review and approval by the Cornission pursuant to TMI-l Technical Specification 4.4.1.1.6~,a.cnd.10CFRSO, Appendix.J.Section III.A.6(a). Your letter further.noted that.the next test is presently scheduled for the.1980 refueling. outage..
This is to advise you that we have reviewed.your subnittal, and og the basis of our review have concluded.that.certain, changes in your test procedures and the schedule for. periodic. integrated. leak rate tests are appropriate.
With respect tr, the test procedures. utilized.at TMI-1, we conclude that the procedures should be modified to. facilitate the identification of excessive local leakage, '~akage into. internal volbres,.jngassing and diurnal effects.
With respect to the schedule for performance.of. integrated leakage rate tests at 7MI-1, we conclude that an integrated. leakage rate. test.is needcd during the 1978 refueling. outage...This. test is in addition to, those already required by TMI-1.Specificatic:1 4.4.1.1.5 and. should. be considered a replacement for,the. test.perfomed iO. april.1977,....
