RE: THREE MILE ISLAND UNIT NO. 1 The purpose of this letter is to request that you use a slightly modified fomat for reporting those non-routine occurrences that are required by your technical specifications to be-reported to the Commission. You will recall that in October 1974, we started on a program to update the reporting requirements specified in the technical specifications of power reactor licensees. This program was brought about in part by the Energy Reorgani-zation Act of 1974, Section 208, which requires that certain infomation about abnomal occurrences be reported quarterly to Congress and disseminated to the public. A regulatory guide was prepared which identified the required reports, both routine and non-routine, and described the needed infomatSn.
Regulatory Guide 1.16, "Renorting of Operating Infomation - Appendix A Technical Specifications" was the basis for the reporting requirenents.
In our letter to you which issued technical specifications in confomance with the regulatory guide, we requested that you use the fomat presented in the guide and the instructions found in " Instructions for Preparation of Data Entry Sheets for Licensee Event Report (LER) File", 00E-SS-001, October,1974. The fomat for the Licensee Event Report has been nodified I
to make the LERs more useful for evalnation purposes.
In addition, new instructions for completing the LER have been prepared and nay be found in " Instructions for Preparation of Data Entry Sheets for Licensee Event Report (LER) File", NUREG-0161, July 1977. Two copies of this new instection manual are enclosed for your future use. For additional copies of the instruction manual or blank LER foms, please contact our Director of Management Information and Program Control.
The new instruction manual contains a facsta11e of the revised LER and instructions which are very similar to those presently being used.

Petropolitan Edison Company all 14 day follow-up reports. The narrative report should contain suf ficient infomation to pemit full understanding and enaole a safety assessment of the event to be made. For the 2 day report, a well written LER within the space limitations of the LER may be adequa te.
Therefore, we request that you review the enclosed instruction manual and make ple.ns to use the revised fom and instructions starting with the first reportable occurrence after Septecieer 30, 1977.
If you do not anticipate being able to use the revisec form, please notify us within 30 days and your reasons therefor.
