REPLY TO APPENDIX A 0F NRC LETTER OF AUGUST 8, i Ql:, REGARDING IE INSPECTIONS 50-317/79-07 AND 50-318/79-06 As stated at the inspection exit interview and set forth by paragraph 3.C of " Details" in the inspection report, a new monthly Surveillance Test Procedure has bcen issued (on June 1,1979) which requires that all locked valves associated with the locked valve list of the " Pre-Startup Checkoff" procedure which are accessible during plant operation are phytically checked to be in the correct position.
In addition, the procedure requires a check of the valve locking device and the green /
red tags which indicate required position. Formerly, th: e was no requirement to check the position of these valves except when returning from a Cold Shutdown condition; the issuance of the new Surveillance Test Procedure substantially increases the assurance that these valves remain in their prescribed position and that the locking devices and tags remain installed.
To more positively insure the proper positioning of locked valves prior to returning from a Cold Shutdown condition, the Nuclear Plant Engineer-Operations issued Standing Instruction 79-4 on June 20, 1979, which requires that locked valve line-ups be performed twice by separate individuals.
