APPENDIX A NOTICE OF VIOLATION Texas Instruments, Inc.
Docket No. 70-33 Based on.the results of an NRC inspection conducted on June 19-21, 1979, it appears that certain of your activities were not conducted in full compliance with the conditions of your license as indicated below.
Item A is an infraction.
A.
Condition No. 8 of Special Nuclear Material micense No. SNM '3 incorporates the licensee's Health and Safety Manual. Section 8.2 of the Health and Safety Manual specifies control leveia for fixed alpha contamination levels for " Smidgen Clean" Areas and Clean Protective Clothing.
It also specifies control levels for removable beta-gamma contamination for the general area and equipment work surfaces within the Fuel Manufacturing Area.
Section 8.3.1, " Frequency of Measurements" states that all areas shall be measured and recorded at least monthly.
Section 8.4.1 states that fixed alpha activity shall be determined by direct measurement with survey meters.
Section 8.4.4 states that removable beta-gamma activity shall be determined by the swipe technique Contrary to the above, on June 20-21, 1979, licensee records indicated that the licensee did not measure and record fixed alpha activity in
" Smidgen Clean" Areas or on Clean Protective Clothing, nor did the licensee measure and record removable beta-gamma activity in the general area or on equipment work surfaces within the Fuel Manufacturing Area.
