2, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating License be amended as indicated by a vertical bar in the margin of the attached revised page 125.

The proposed amendment would provide for a temporary extension of the core spray p5mp flow rate surveillance test frequency specified in section 4.5.A.l(d), to six months.

The A/C Core Spray subsystem was declared inoperable due to the open punp di9eharge line to the Suppression Pool.

The unit was shutdown on July 6,

1979, in keeping with the Technical Specification requirement which limits the maximum time that the unit may continue in operation with one Core Spray subsystem out of service.

Since the proper parts were not available to repair the test valve, a blank was inserted in a flange in the line to take the place of the normally closed test return valve.

This temporary modification inhibits the ability to perform future quarterly full flow surveillance tests.

In order to comply with the surveillance requirements of the Technical Specifications, the last date available for performing the next required full flow surveillance test is October 25, 1979 if the 2 5 7. a l l ow a n c e is considered, thus necessitating a shutdown of Unit 2 on or before this date.

philadelphia Electric Company plans to shutdown peach notton Unit 2 following the September - October refueling outage on Unit 3,

in order to perform inspections supporting Inspection and Enforcement Bulletins 79-02 and 79-14.

Staggerfog the outages will enhance the quality of these inspections by permitting the utilization of the trained personnel involved with the Unit 3 refueling outage inspections for use on the Unit 2 inspections.

The proposed amendment would minimize the total number of startup and shutdown transients, by permitting corrective action on the core spray test valve to be performed during the Unit 2 outage scheduled for late October, 1979.

f2 The history of the Core Spray Pumps involved shows essentially no reduction to date in capacity since the initial testing performed for equipment acceptance in early 1973.

The monthly pump operability test will ensure the pumps ability to satisfy the operating requirements.

Consequently, there is no added safety significance to an increase in the clapsed time before the next full flow test.

Since the change requested involves a single safety issue and does not involve a significant hazards consideration, pursuant to 13 CFR 170 22, Philadelphia Electric Company, for fee purposes, proposes that the Application for Amendment be considered a Class III Amendment.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed the proposed changes to the Technical Specifications and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration, and will not endanger the health and safety of the public.
