NRC Inspection 50-245/79-11; 50-336/79-14, dated August 14, 1979 Gentlemen:
Pursuant to the provisions of Section 2.201 ef the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, this report is submitted in reply to your letter of August 14, 1979 which informed Northeast Nuclear Energy Company of one activity conducted in apparent non-compliance with NRC regulatory requirements.
APPARENT ITEM 0F NON-COMPLIANCE:
10 CFR 20.201(b) requires each licensee to make or cause to be made such surveys as may be necessary to comply with the regulatory requirements specified in 10 CFR Part 20.
Contrary to the above requirement, surveys adequate to assure compliance with 10 CFR 20.101 were not performed in the vacinity of the drywell head on the refueling floor of the reactor building on May 2,1979.
A beta radiation field with exposure rates as high as 100 mrad /hr at three inches from the head bolts remained undetected.
Dosimetry devices in use by personnel on the refuel floor would not record exposures to beta radiation and no restrictions were in effect to prevent access to the beta field surrounding the head bolts.
RESPONSE
The drywell head bolts located on the refueling floor were immediately posted and access to tha area was restricted.
All areas with a potential for beta exposure in Unit I were resurveyed.
Posting and control of these areas has been comprehensively reviewed and the Health Physics technicians have been reinstructed in beta survey and posting procedures.
Additional survey instrumentation with beta detection capabi'ities have been procurred.

No unmonitored exposures were received as a result of this item.
The actions stated above should preclude recurrence.
