1 CONSL?fERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

I.

Changes A.

Revise Section 4.1.2(b) to read:

"A minimum of one reactor recirculating loop shall be used during all reactor power operations (ie, recirculating pump suction valve and 20" discharge valve shall remain open and pump shall be running). The maximum operating pressure...."

B.

Add a new Paragraph 5 to Section 4.1.1(i) reading:

"5.

The reactor water level shall not be permitted to decrease below the reactor vessel low water level set point at which reactor safety systems are actuated (Section 6.1.2) whenever fuel is in the reactor vessel. This requirement shall be considered a safety limit and decreases in reactor vessel water level below this set point shall be subject to the requirements of Section 6.7."

Discussion On May 2, 1979, a loss of feedwater event occurred at the Oyster Creek Nuclear Plant. As a result of closing recirculation loop isolation valves, this event resulted in a decrease in water level over the core.

This event is discussed in Fe!eral Register Volume 44, Number 170 issued Thursday, August 30, 1979.

The Federal Register Notice states that Big Rock Point is considered susceptible to a similar event and that the NRC plans to impose requirements on Big Rock Point prior to plant start-up which are similar to those applied to Oyster Creek after the event.

Big Rock Point is currently scheduled to start up in mid-October 1979.

To prevent unnecessary delay of plant start-up, Consumers Power Company agreed in a telephone conversation with a representative of the NRC staff on September 17, 1979 to propose Technical Specifications changes in this area.

The proposed Technical Specifications changes presented above are consistent with the requirements added to the Oyster Creek Technical Specifications subsequent to the event.

Approval of these changes will ensure that sufficient requirements are present in the Technical Specifications to preclude a similar event at Big Rock Point.

III.

Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have concluded that the change is acceptable from a safety standpoint.
