PREVENTION OF LOW REACTOR VESSEL WATER LEVEL Transmitted herewith are three (3) original and thirty-seven (37) conformed copies of a request for change of the Technical Specifications in License DPR-6.
The proposed change adds requirements intended to preclude potential decreases in reactor vessel water level and specifying actions appropriate to a safety limit violation in the event reactor vessel water level decreases below the safety system set point.
On May 2, 1979, a loss of feedwater event occurred at Oyster Creek Nuclear Plant.
Subsequent closure of recirculation loop isolation valves caused water level over the core to decrease.
This event is discussed in Federal Register Volume 44, Number 170. The Federal Register Notice states that the NRC intends to impose requirements on Big Rock Point prior to reactor start-up to preclude occurrence of a similar event.
In a telephone conversation on September 17, 1979, between Consumers Power Company (Roger Huston) and the NRC staff (Richard Silver), Consumers Power Company was informed that the amount of time necessary to impose such requirements could be reduced if Consumers Power Company would propose Technical Specifications to preclude such an event.
In the interest of preventing unnecessary delay in plant start-up, the attached proposed change is submitted in accordance with the referenced telephone conversation.
Code of Federal Regulations, Title 10, Part 170.22 (10 CFR 170.22) states, in part, " License amendments or approvals resulting from Commission Orders issued pursuant to 10 CFR 2.204...are not subject to these fees.
" Imposition of these Technical Specifications, as discussed in the Federal Register Notice cited above, would require issuance of an order pursuant to 10 CFR 2.204.

2 such an order, Consumers Power Company considers t.his request should be exempted from all fees as permitted by 10 CFR 170.11(b).
