APPENDIX A NOTICE OF VIOLATION Georgia Power Company License No. NPF-5 Based on the NRC inspection July 23 - 27, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.8.3.c and implemented by Hatch Procedure HNP-818, Temporary Procedure Change, temporary changes are to be documented, reviewed by the Plant Review Board, and approved by the Plant Marager within 14 days of implementation.
Contrary to the above, temporary changes were made to startup test t'.-oce-dures HNP-2-10922 (on 12/19/78), IMP-2-10927 (on 6/3/79), HNP-2-10929 (on 12/19/78), and HNP-2-10935 (on 12/18/78) without review by the Plant Review Board and approval by the Picnt Manager being performed within 14 days of implementation.
This is a deficiency.
