Gentlemen:
This refers to the inspection conducted by Mr. Frank Jape, of this
office on January 10-14, 1977, of activities authorized by NRC
Operating License No. DPR-72 for the Crystal Rive
facility, and
to the discussion of our findings held with Mess:
J. Alberdi and
C. P. Beatty, Jr.

Areas exanined during the inspection and our findings are discussed in
the enclosed inspection report. Within these areas, the inspection
consisted of selective exaninati
n of procedures and representative

records, interviews with personnel,- and observations by the inspec tor.

We have examined actions you have taken with regard to previously reported
unresolved items.
These are identified in Section IV of the su =ary of the
enclosed report.
Four nau unresolved itens resulted froa this inspection and are identified
in Section III of the sumary of the enclosed report.

During the inspection, it was found that certain activities under your
lice: se appear to be in noncor.pliance with NRC requirements. T1wse iteas
and references to pertinent requirements are listed in Section 1 of the
sun.mry of the enclosed report.
This notice in sent to you pursuant to the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code-of Federal
Regulations.
Section 2.201 requires you to subait to this office,
within 20 days of your receipt of this notice, a written statement
or explanation in reply including:
(1) corrective steps which have
been taken by you, and the results achieved; (2) corrective steps

when full conpliance vill be achieved.
In accordance with Section 2.790 of the NRC's "hules of Practice,"
Part 2, Title 10, Code of Federal Reeilations, a copy of this letter
and the enclosed inspection report vill be placed in the NRC's Public
Document Room.

to be proprietary, it is necessary that you submit a written application
to this of fice requesting that such 1,fornation be withheld from public
disclosure.
If no proprietary informati.
is identified, a written
statement to that effect should be submitted.
If an application is
subtritted, it taunt full- identify the Isses for which information is

claimed to be proprietary. The application should be prepared so that
information sought to be withheld is incorporated in a separate paper
and referenced in the application since the application will be placed
in the Public Document Roca.
