7590-01 UNITED STATES NUCLEAR REGUL_ATORY COMMISS_ ION DOCKET NO. 50-283 NOTICE OF ISSUANCE OF AMENOMENT TO FACILI_T_Y OPERATING LICENSE AtiD NEGAlIVE_DECLARATTON The U. S. Nuclee.r Regulatorj Ccmission (the Ccanission) has issued Amendment No. 2 to Facility Operating License No. R-110, issued to Idaho State University (the licensee), which amended the license and revised Technical Specifications for operation of the AGN-201, Serial No.103, research reactor (the facility) located on the licensee's campus in Pocatello, Idaho.

The amendment is effective as of its date of issuance.

The amendment: (1) authorizes an increase in the facility's licensed maximum power level from 100 milliwatts (thermal) to 5 watts (thermal) following completion of the modifications described in the licensee's application for amendment dated August 10, 1978; (2) incorporates new Technical Specifications submitted November 21, 1978; and (3) redesignates the reactor as a Model AGN-20lM.

In addition, the am.endment restates the license in its entirety to incorporate the physical security plan as a license condition pursuant to 10 CFR 50.54, expand the possession limits of special nuclear material authorized to include enrienment, and delete re;orting and recorc keeping frcm the license as these recuirements are included in -he revised Technical 5:e ci fi c=-i cns.

, The application for the amendment complies with the standards and requirements of the Atcmic Energy Act of 1954, as snended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Notice of the proposed issuance of the power increase was published in the FEDERAL REGISTER on October 19,1978 (43 F.R. 48741).

No request for a hearing or petition for leave to intervene'was filed following notice of the proposed power increase. Prior public notice of the other actions included with this amendment was not required since they do not involve a significant hazards consideration.

The Commission has prepared an environmental impact appraisal for the power increase and has concluded that an environmental impact statement for this particular action is not warranted because there will be no significant environmental impact attributable to the power increase.

The Commission has determined that the other actions included with this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 55i.5(d)(4) an environrental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with these other actions.
