Dear Dr. Kegel:
The Ccmission has issued the enclosed Ar.endment No. 2 to Facility Operating License No. R-110 for your AGN-201 nuclear reactor. The amendment is in response to ycur application dated August 10, 1978, as amended November 21, 1978.
This amendment authorizes operation of your AGN-201 reacter at power levels up to 5 watts (thermal).
Your reactor is also redesignated as a Mccel AGN-20lM. The amendment incorporates completely revised Technical Specifications (TS) for the 5 watt operation. These TS supersede and replace the current Appendix A to License No. R-110. In addition, the amendment restates the license in its entirety to:
(1) consolidate previously iss' ed amendments, (2) 1.=rporate the physical security plan as a license condition pursuant to 10 CFR 50.54, (3) expand the possession limits of special nuclear material authorized to include enrichment, and (4) delete reporting and record keeping frem the license as these requirements are included in the aforementioned revised TS.
Copies of the Safety Evaluation / Environmental Impact Appraisal and the Notice / Negative Declaration are also enclosed.
Prior to operation of the reactor at 5 watts, the modifications described in. your apolication shall be completed.
