Dear Mr. Jones:

With regards to your letter dated February 20, 1979 (Serial GD-79-452), we concur that those iiRC inspectors designated by the Director of Region II, NRC meet the Industrial Security Plan standards.

However, we recommend that you postpone withdrawal of the background investigation program pending the decision of 10 CFR Part 11, " Material Access Clearance Program" by the Commission.

The approved security plan for the Brunswick Steam Electric Plant Units 1 and 2 was incorporated into the facility operating licenses and became tffective on February 23, 1979. Our review of your February 20, 1979 letter (Serial GD-79-425) indicates that the compensatory measures you have outlined will provide equivalent protection in lieu of those systems that were not fully implemented on February 23, 1979.

Should there by any further delay in the implementation of your approved security plan, we request that you advise us promptly.

Also, we have reviewed your Contingency Plan for Brunswick Units 1 and 2 which was submitted by your letter dated March 23, 1979.

We find we need additional information before we can complete our review.

It is requested that you provide the infomation identified in Enclosure 1 within 60 days of your receipt of this letter. is being withheld from public disclosure in accordance with 10 CFR Section 2.790(d).
